The best way I can describe the issue is the pen is getting stuck in a "clicked" state. Everything has been updated to the latest drivers. I just reformatted the laptop just to make sure and this issue is still there. I uninstalled / reinstalled all drivers and photoshop still did nothing. I've tried the wintab UseSystemStylus 0 solution did not work. I assume the issue has to do with the latest update from MS as it was working just fine before the update, however all the solutions I have found online haven't worked. However it does work with all my other software (ex. The wacom pen that came with my lenovo thinkpad is no longer working with photoshop CS5. I was wondering if someone might be able to help me out. (previously was turned off to fix the pen from a previous win10 build) Turn back on Press and Hold for Right-click. I have got it working for the moment, but I am not sure why this has fixed the issue.
